Auditor General Edward Ouko has questioned how Turkana County Assembly Deputy Clerk earned more salary than the Assembly Clerk.
According to the 2016/17 audit report, the Assembly Deputy Clerk earned a basic salary of Kshs. 144,928 as compared to the Clerk of the Assembly who earns a basic salary of Kshs. 132,249.
The Clerk’s job scale is 13 while that of the Deputy Clerk is 12. However it is puzzling how John Komol(Deputy Clerk) earned Kshs. 12,679 more than his boss Linus Lokawa.
In the report that highlights how taxpayers could be losing millions through irregular staffing, the Auditor General said the Turkana County Assembly was in breach of the law.
“There were no service scheme developed by the Assembly to regulate grading structures and remuneration leading to irregular remuneration” said Mr Ouko.
