In the ongoing process of finalising the NOREB legal documents, the secretariat has secured drafting review services from the Kenya Law Reform Commission.
On Monday two drafting experts from the Commission Antony Otieno and Paul Wekesa joined a team of County Attorneys from the NOREB member counties in a week long exercise to align the Bloc’s legal documents to the draft National Policy on County Economic Cooperation and also ensure that required drafting standards are met.
In the inception meeting held at NOREB offices in Eldoret, Bloc’s CEO Dr. Dominic Biwott expressed optimism that the review will produce standard documents ready for engagement with the County Assemblies, the County Executive Members and other stakeholders.
“The process of developing our legal framework has come a long way now and I believe the journey we will have for this five days will give us finished documents for stakeholder engagements and ratification by the County Assemblies of our region.” Dr. Biwott said.
The Kenya Law Reform Commission team pledged to do their best to finalize the assignment by Friday saying the move by NOREB to seek their expertise was strategic and well informed. They noted that their experience and working with the County Attorneys would help the block refine its constitutive documents into a robust legal framework that will effectively cover all areas and stand the test of time.
The team is also expected to come up with a stakeholder sensitization programme that will indicate who and when will be engaged on the bill ahead of it’s tabling in the County Assemblies through the responsible County Executive Members for ratification.
