Elgeyo Marakwet County Assembly on Wednesday approved the Elegeyo Marakwet Youth, Women and Persons With Disabilities Fund Bill, 2019 Bill.
The bill was tabled in the house by the chairperson of the Sports, Youth, Gender ICT, Culture and Social Services Committee Winnie Kanda and received a unanimous approval.
The bill which had in the past raised a lot of interest both within and outside the assembly establishes a Sh40 million revolving fund to disburse loans to youths, women and those living with disability at an interest of 2%.
According to the bill, each of the county’s 20 wards will get Sh2 million which will be disbursed to the said groups who intend to start an income generating activity or already have one with the loan being repayable within two years from when it was issued.
The bill raised a lot of interest in the county with members of the public claiming in social media that divisions within the members of the assembly had led to the delay in the tabling of the bill.
The bill now awaits assent by Governor Alex Tolgos into law.
Most of the wards in the county had set aside funds under The Equitable Development Act, but it could not be accessed by the targeted groups due to lack of an enabling legislation.
